Mix thoroughly and cook for an additional 2-3 minutes. Remove from heat and let the filling cool slightly.
Roll out the pizza dough on a lightly floured surface into a large rectangle (approximately 12×15 inches). Spread the slightly cooled beef mixture evenly over the dough, leaving a 1-inch border around the edges. Sprinkle the shredded mozzarella cheese over the filling.
Starting at a long edge, roll the dough tightly into a log. Tuck in the ends and pinch the seams to seal. Place the log seam-side down on the prepared baking sheet.
In a small bowl, combine melted butter and garlic powder. Brush this mixture over the top of the rolled dough.
Bake in the preheated oven for 20-25 minutes, or until the crust is golden brown and fully cooked. Let the bread cool for 5-10 minutes to set before slicing.
